EFI is an international intergovernmental organisation established by agreement between European states. 

By the spring of 2022, a total of 30 European States had ratified the Convention on EFI: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine and the United Kingdom.

EFI Council

The Council is the highest decision-making body of EFI. It consists of representatives of the Member countries and meets in ordinary session every three years.

 The Council sets the overall direction for EFI activities. It also appoints four of the Board members and assents to the appointment of Director of the Institute.

EFI Conference

The Conference comprises the Associate Members. It adopts the Annual Report on activities and approves the annual work plan and the audited financial statements. The Conference appoints four of the Board members and determines the membership fees for the Associate and Affiliate Members.

EFI Board

The Board establishes and reviews the overall research framework and the strategy of the Institute, and it keeps under review the activities of the Secretariat (headed by the Director). The Board is composed of eight individuals with established competence in the field of the activities of the Institute. Board members are not representatives of any government or organisation.  

Scientific Advisory Board (SAB)

The Scientific Advisory Board contributes to the research and policy support activities of EFI. Its work includes anticipating future research needs, stimulating research and study initiatives, and monitoring EFI's activities. The SAB reports on its activities to the Board.
