Scoping study on the impact of the EU Deforestation Regulation on Mediterranean countries

Sustainable trade and responsible supply chains are becoming increasingly important in the Mediterranean region, particularly in the context of the EU Deforestation Regulation (EUDR). As key processing and transit hubs, countries in the southern and eastern Mediterranean are especially exposed to the Regulation and face growing pressure to strengthen traceability and due diligence systems.

This scoping study, supported by the Union for the Mediterranean (UfM) and the German Development Cooperation (GIZ), examines the implications, readiness and potential impacts of the EUDR across nine countries: Algeria, Egypt, Israel, Jordan, Lebanon, Mauritania, Morocco, Palestine and Tunisia. By combining trade data analysis with stakeholder consultations, it maps each country’s exposure to the Regulation, identifies key compliance challenges, and highlights opportunities to improve transparency and market access.

The study also outlines priority actions for governments, businesses and civil society, emphasising the need for targeted support to build effective traceability systems and technical capacity. It is intended for policymakers, competent authorities, customs officials, businesses, researchers and practitioners working on sustainable trade and forest-risk commodities, offering practical insights to support informed decision-making and coordinated action across the region.
