Advancing jurisdictional sustainability in the Central Highlands region of Vietnam

The EU REDD Facility and the Mekong Development Research Institute (MDRI) support developing a jurisdictional sustainability framework and an associated monitoring system in Vietnam to promote sustainable land use and coffee production in the Central Highlands. The EU REDD Facility and MDRI are testing tools and approaches on monitoring, land-use planning and finance that support subnational decision making on sustainability. These tools will be adapted to the Central Highlands region, where they will be piloted. Activities include local-level stakeholder engagement to raise awareness, information sharing and data collection.

The objective  

The project aims to support stakeholders in:

  • Developing a jurisdictional sustainability framework and associated monitoring system in Vietnam, focusing on the Central Highlands region
  • Engaging in land-use planning in at least one subnational jurisdiction (provisionally a district in Lam Dong) with training and further analysis of alternative planning choices to inform stakeholder participation
  • Developing a public and private land-use investment tracking system

Results

  • A desk review to enhance the understanding of the existing legal framework and policy factors affecting forest-risk commodities production (as part of the Facility’s Transparency Pathway approach)
  • Participation in the Facility’s Land-use Planner training to assess its potential application in the Central Highlands and identify data gaps
  • An initial assessment to use the Facility’s Land-use Finance Tool to map public and private investments in the Lam Dong and Dak Nong Provinces of the Central Highlands
  • Deepen their understanding of the gaps and weaknesses in the legal framework governing forest conversion and land allocation (to inform the monitoring framework)
  • Train local stakeholders on the use of the Land-use Planner to support provincial master planning
  • Inform the piloting of the jurisdictional sustainability monitoring system to monitor sustainability and promote sustainable and deforestation-free coffee production
  • Collect Land-use Finance Tool data for public and private land-use investment mapping
