The project was a pilot phase to a larger European comparative study on the subject. Surveying the 500 state forestry institutions in Germany, the network analysis was tested and dealt with in greater detail by case studies. The project was a joint effort of scientists of EFI and of the Institute of Forest Policy and Nature Conservation in Göttingen, Germany.
