KAMI in Indonesia
Indonesia is the world’s largest producer of palm oil and a key partner in the KAMI project.
KAMI supports dialogue between stakeholders in the EU and Indonesia on legal, deforestation-free and sustainable palm oil by providing objective information on national systems and circumstances in Indonesia in the context of EU and global regulations affecting palm oil.
We also support work on palm oil supply chain traceability, district sustainability, and smallholder inclusion in legal and deforestation-free supply chains. A key focus is on understanding the availability of information – such as that from the Indonesian Sustainable Palm Oil (ISPO) certification and other national systems – to better support producers including smallholders in accessing global markets.
• Strengthened EU-Indonesia dialogue on palm oil production and trade
• Improved capacity for demonstrating legal, deforestation-free and sustainable palm oil production and providing information on palm oil supply chain traceability, especially in relation to smallholders
• Strengthened communication on palm oil production and trade
Project governance
KAMI Indonesia Strategic Country Board (SCB) – the decision-making body for KAMI in Indonesia. It is composed of five EU services and six Indonesia Ministries and agencies, including the Ministry of National Development Planning (Bappenas), Coordinating Ministry of Economic Affairs (KEMENKO), Ministry of Agriculture, Ministry of Trade, Ministry of Home Affairs, and Ministry of Environment and Forestry.
Activities
Strengthened dialogue
We facilitate dialogue between Indonesia, the EU and key palm oil stakeholders to support Indonesia’s readiness for the EUDR.
Smallholder inclusion
To help include smallholders in global supply chains for legal and deforestation-free palm oil, we support mapping of smallholder plantations, collection of geolocation information, and acceleration of ISPO certification.
A key requirement for smallholders to obtain ISPO certification is a cultivation registration certificate (Surat Tanda Daftar Budidaya, or STD-B). We assist with acceleration of STD-B issuance, including through stakeholder engagement in key palm oil-producing regions on STD-B awareness and registration of smallholders.
Certification
In partnership with the ISPO Secretariat, we conducted a joint assessment of EUDR information needs and information available from the Indonesian Sustainable Palm Oil (ISPO) certification to better understand how the scheme can support EUDR due diligence.
Traceability
A national traceability platform to track palm oil from the farm to the point of export has been developed. The system consists of a web-based platform and mobile app, which should allow smallholders and other supply chain actors to access global supply chains for legal and deforestation-free palm oil. Development of the platform included consultation with national stakeholders and field testing of the app with a palm oil cooperative and mill in Central Kalimantan.
The traceability platform links to the ‘National Dashboard for Sustainable Commodity Data and Information’ being developed by the Indonesian Government for the exchange of data and information on commodities traded in international markets. It will provide information to help assess whether commodities were produced legally and without deforestation, aiming to be a key source of information relevant for EUDR due diligence.
Sustainability
Led by the Ministry of National Development Planning (Bappenas), a set of ‘Sustainable Jurisdictions Indicators’, or SJI, help demonstrate and track district progress towards sustainability. The SJI were developed through a multistakeholder process supported by EFI and launched by the Indonesian Government at the B20 Investment Forum in Bali in 2022. In 2023 and 2024, additional sub-national engagement took place through a series of outreach meetings in the seven main palm oil producing provinces in Sumatra and Kalimantan.
The 24 indicators across environmental, socio-economic and governance pillars potentially function to attract commodity buyers and green investment, guide policy and planning decisions, incentivise districts to progress towards sustainability, and support due diligence for the EUDR and other global markets. An online data platform presents official data on each indicator.
